What is a Publication Scheme?
A publication scheme is a guide to the information that a public authority makes available to the public. The Information Commissioner’s Office (ICO) requires public authorities, including parish councils, to adopt and maintain a publication scheme under the Freedom of Information Act 2000.
The ICO provides a Model Publication Scheme, which sets out the types of information that public authorities should make routinely available, helping members of the public understand what information they can access and how to obtain it.
What information does the scheme cover?
The Model Publication Scheme is organised into seven classes of information:
- Who we are and what we do – information about the Council, its responsibilities and how it operates.
- What we spend and how we spend it – budgets, expenditure, accounts and financial information.
- What our priorities are and how we are doing – plans, strategies and performance information.
- How we make decisions – agendas, minutes and records of Council decisions.
- Our policies and procedures – policies, procedures and guidance used by the Council.
- Lists and registers – information held in relevant public registers and other lists.
- The services we offer – information about the services and facilities provided by the Council.
Accessing information
The Council aims to make as much information as possible available through its website. Where information is not published online, you may be able to request a copy by contacting the Parish Clerk.
Some information may be withheld where an exemption under the Freedom of Information Act 2000 or other relevant legislation applies. Where charges apply for providing information, these will be explained in advance.
